Supervisory
Responsibilities:
Direct/indirect supervisory responsibility.
JOB DUTIES AND
Responsibilities:
Plans, directs, monitors, and manages all aspects of the operational and fiscal responsibilities of the Voucher Department.
Formulates and implements operating policies, procedures, objectives and budgets; ensures operational compliance with relevant regulations and standards.
Responsible for ensuring modification to the HCV Administrative Plan to ensure it is efficient, effective, and complies with HUD Requirements.
Responsible for managing, understanding, and coordinating or overseeing the timely submission of data in database systems used by the Vouchers Department.
This includes HUD's Public and Indian Housing (PIH) Center (PIC), Voucher Management System (VMS) and Two-Year Tool.
Evaluates and develops program policies and procedures by staying abreast of HUD regulations and guidelines as they pertain to the administration of Voucher Programs.
Informs and ensures staff training on regulatory compliance, maintains program compliance with all statutory, regulatory, contractual, or other applicable standards.
Manages the Section Eight Management Assessment Program (SEMAP) process.
Ensures that the appropriate quality control evaluations are conducted and documented on an ongoing basis; ensures that SEMAP performance standards and all other reporting requirements are maintained at a high-performance level or improved if required.
Ensures ongoing effective management of voucher and funding utilization.
Evaluates rental markets conditions and set payment standards, analyzes area rental markets, and rent burdens, develops, reviews, and monitors utility allowance schedules, reviews and monitors program effectiveness.
Assistance in development of department annual operating budget.
Compliance with all state and federal laws and regulations governing program implementation.
Personnel supervision:
hire, train, and evaluate all department management personnel.
Regularly conducts employee meetings, prepares, and completes performance evaluations.
Provides consistent and timely communication with applicants, residents, landlords, co-workers, government officials, various housing professionals and community leaders.
Reviews and addresses any issues within the department, attends and oversees informal hearings.
Ensures all department activities meet Fair Housing requirements.
Develop and maintain program data analysis regarding utilization, funding projections, participant, and applicant profiles.
SKILLS AND ABILITIES:
Conduct port in's and port outs.
Excellent client-centered, positive and professional customer service skills.
Significant knowledge of Housing Choice Voucher (HCV) Section 8 Program requirements.
Thorough understanding of a complex rent subsidy program and the ability to translate this program to the public.
Extensive ability to effectively communicate program requirements to participants and communicate effectively with tenants and building owners.
Good ability to interpret and communicate complex and changing federal policies and regulations Strong judgment, reasoning, attention to detail, math, negotiation, time management and organizational skills.
Strong ability and knowledge of general office and administrative procedures and the ability to calculate rental utility allowances with speed and accuracy.
Strong ability to effectively communicate orally and in writing with people from a broad range of backgrounds.
Strong ability to prioritize and handle multiple tasks quickly and accurately.
Outstanding ability to work in a fast-paced, team environment.
Strong ability to work with minimal supervision.
Thorough knowledge of local housing authority operations, HUD programming and applicable laws and regulations.
Thorough knowledge of state and federal housing subsidy programs.
Thorough knowledge of landlord-tenant and fair housing laws.
Thorough knowledge of management practices relating to personnel and financial record keeping and reporting.
Ability to establish effective working relationships with federal, state, and local officials, landlords, the public and employees.
Ability to understand and comply with privacy/confidentiality and Fair Housing rules.
Proficient and current computer skills, including Microsoft Office.
Must have a collaborative management style.
Must have excellent organizational skills, the ability to work independently and set priorities for their workload and the workload of their employees.
